What is Stormwater?
– Defined by the EPA
Stormwater runoff is generated from rain and snowmelt events that flow over land or impervious surfaces, such as paved streets, parking lots, and building rooftops, and does not soak into the ground. The runoff picks up pollutants like trash, chemicals, oils, and dirt/sediment that can harm our rivers, streams, lakes, and coastal waters.

The GSSWC’s Approach to Achieving Clean Stormwater.
EDUCATE
The GSSWC teaches residents, commercial institutions, industrial institutions, developers, contractors, and our own employees how to manage stormwater and improve environmental quality.
ENGAGE
The GSSWC implements programs that offer the public opportunities to participate, interact and become involved with stormwater and water quality management that will have an effect locally.
ELIMINATE
Anything that enters our stormwater system that is not stormwater is considered an illicit discharge. The GSSWC facilitates planning and preparation for detecting and eliminating any illicit discharges in our jurisdiction.
REGULATE
Alongside the EPA and Utah Department of Environmental Quality (DEQ), The GSSWC works with construction site operators to make sure they have proper stormwater controls in place to protect our community’s clean water and the environment.
SUSTAINABILITY
The GSSWC ensures that once construction is complete, the changes made have positive effects to our water quality through implementing long-term management practices.
STEWARDSHIP
The GSSWC acknowledges all facilities have the potential to affect stormwater quality, and all members of the GSSWC takes special care to manage our own facilities responsibly.
